I usually volunteer at the Boys/Girls IHSA Regionals and Sectionals, as a scorer/observer. I was told today that the IHSA no longer wants non coach observers or volunteers on the course, when the players are playing. Supposedly it is because of too many rules changes. I assume parents are still OK.

I just checked the IHSA website and it seems observers have been eliminated this year. I think they will find that this will cause a few problems. Observers encouraged accurate scoring, could immediately get contact with the rules committee if there was a problem, and encouraged a reasonable pace of play. I can envision several scenarios where the lack of adult supervision could lead to problems.
Spoke with a former IHSA executive last week. He explained that the rule was put into affect because some courses couldn't get volunteers, so they paid people to do volunteer work. Not sure who absorbed the cost. Said IHSA felt coaches an staff could monitor play since they were already being paid.
